It's kind of a neat card, way more situational than a lot of the other premiums. Nice to see some headquarters buffs.
Desert Duel = vision of the middle res and cp before anyone caps it and vision lines east west to catch stuff moving by. Battleground=open enough that you have vision of your entire side, can see middle res. Grasslands= can see middle res making it easier to defend against if you don't go for it first.
Internal Divisions (3player) = vision of one cp in mid
Training Mission 8 - This is REALLY good for this mission. Campaign 8 Hold the Line - Helps a little bit seeing what is coming from NE and NW.

September Premium Card
Radar Tech -- Increase your command center's vision by 5 hexes. Your command center can see hidden units. 15 gold.
This card is a really different card and I really like it on certain boards.
