I agree both mechanically and in the flavor of the card. A heli could call for air support.

It was possible some time ago and they thought it is bug and changed it. It doesnt make sense logicaly.
Maybe it would be too cheap way to use airborne/ranger.

same reason people have used Airborne 1 on the first turn -- movement. It's unlikely though
