its worth it...since u can stop the oppenents infantry getting the resource. In sealed I always prefer movement buffs, there is nothing better.

well blocking with an inf only? you always need a recon at least

It is not just first resource, infantry will probably go to second one, and with speed buff will get there 2 turns sooner. So you have +25 from first one and +50 with second one.
Also blocking resource has much bigger effect if you already have the resource.
