This may take a second to explain. Put Octane on a Heavy tank and it moves 4.5 spaces. The extra 0.5 movement is often lost by plotting moves of exactly 4 spaces.
Scenario 1: Plot a move order of 9 spaces. The tank will reach that in 2 turns (4 moves then 5 moves). The 0.5 extra movement carried over into next turn properly.
Scenario 2: Plot a move order of 4 spaces. On the next turn, try to plot a move order of 5 spaces. It will indicate that the move will take a further 2 turns to complete. The 0.5 extra movement did not carry over properly.
Why not make a change that if only a fraction of a whole move is left at the end of any turn, it automatically carries over to the next turn. Regardless if there is a continuing move already plotted.
I can always make a conscious effort to plot a whole move +1 space every turn. Even if I cancel the orders and change directions, the 0.5 will still carry over properly.
