Firstly I must ask... Is this game 2D or 3D? I know it's a stupid question but i have trouble telling sometimes, and though I thought this was 2D, i realized that sky view (M) shows the units. My suggestion will only work if the game is 3D:
I like to play with the camera as far up as it will go (scrolling or Page Up). This results in me ordering movement (one tile at a time, often) and it clicking a DIFFERENT tile. The zoom out at the only camera's angle mixed with the mouse being off in Windowed Mode is iritating. However, I would love to be able to angle the camera.
Actually, while we're at it, I'd not only like to be able to angle up and down (x axis?) but also a 360 degree rotation around the map. This would make the game feel like less of a game and more of an... environment.

There is a windowed mode? I have not seen any options.

I'm told there's a setting that's disabled that allows for camera angle changes, but it could screw things up a bit. I'll check more into it. Not sure about 360 rotation but I feel your pain on the full zoom/windowed mode thing. We have yet to fix the cursor position in windowed mode.
Fewar, check the "HELP" button in-game for a full list of keyboard shortcuts.

Following what Bubbles mentioned earlier, I noticed that when using the mouse wheel to move closer to the action, the camera only translates vertically. Most strategy game conventions involve using a 2D translate to zoom closer to the center of the screen, so the change threw me when I first opened Battle Dex - and it may happen to other players.
There are also apparently other camera details that are being worked on, so I won't complain too much about this one issue.
Best wishes to the devs as they continue working on the title!
