I did it in 12 turns and still dont have the gold for it. Does it mean that i have to do it in 11 turns when it says 12 turns required for gold?

I think so. It's the same for me at 8 or 9 mission where i should have gotten gold or silver but didnt get them. Stated this in the discussion of the new patch as well.
