i also wouldnt say hes OP but he is the only unit with 7 vision in the game. that just forces you to take him if you want to have a chance in aa/arty battles. a +2 vision card would help out here. you will still get a huge and strong recon unit but your enemy has a chance to scout you without having to use the hero too. but thats just the problem it is a card with an effect that only exists once in the game. lets consider the infantry hero would be the only inf with more speed who would not play him? or the arty hero the only hero with +range also everyone would use him on artillery heavy maps and so is the recon hero the only unit with so much sight... so use it.

You must remember that by using recon hero you cannot use other heroes. So this unique +1 vision comes at high cost.
