Sorry it is late.

Infilitrate -- 110G. Place an infantry unit adjacent to a friendly recon unit.

This is a very srong card -- especially because you can buff the infantry unit.

Seems this card should be available to be used by both Merc Recons, as well as the Recon Hero, currently it is not. Does anyone agree? Also, in game play, it states that the unit must be played on an empty hex, therefore he can't be played on a res or cp. Also, the unit cannot be played on (so far i only tested: friendly) land mines.

As with airborne and similar cards, you cannot spawn on a resource or cp or other unit.

We will be modifying the card to allow for spawns adjacent to merc recons and recon hero.

they should be able to be placed on cp or resource hexes imo. Theyre "uninhabited" since cp's and resources arent units

I disagree Bubbles, I think the rules work well right now with where units can be placed. It allows for players to guess what is going to happen and attempt a block and stuff like that.
